    The incubation carrier is an important base for cultivating science and technology start-ups,and the difficulty in financing is the bottleneck restricting their rapid development. The financing situation of incubated enterprises in science and technology business incubators above the provincial level in Jiangsu Province is studied. The main factors that affect the financing of science and technology start-ups are summarized. Effective financing service paths and policy suggestions suitable for incubating science and technology start-ups are proposed from three aspects: improving the science and technology financial service system,enhancing and strengthening the service level of incubation carriers,and cultivating and developing the innovation ability of science and technology enterprises.

    As a gathering place of innovation resources,there are common problems of low proportion and low enthusiasm of achievement transformation in Chinese universities. In view of the above problems,on the basis of systematically sorting out the relevant policies of the state to promote the transformation of achievements,it is analyzed that there are two major constraints in the transformation of university achievements: the lack of guidance mechanism and the lack of close integration of industry-university-research. Combined with the incentive measures for the transformation of scientific and technological achievements in domestic and foreign universities,this paper puts forward countermeasures and suggestions for industry colleges and universities to break through the dilemma of achievement transformation,in order to effectively improve the efficiency of the innovation achievements of Chinese universities in serving the development of the industry.

    Anterior cruciate ligament (ACL) injury will bring severe psychological,physiological and economic effects on patients. Based on laboratory conditions,certain ACL injury risks can be identified at present,but limited by economic and technical levels,it is difficult to apply some methods on a large scale. Therefore,finding a simple,quick and effective method to screen ACL injury risks will be helpful to carry out ACL injury prevention. The methods for screening ACL injury risks are analyzed and summarized in order to contribute to further research and application.

The software examines the report format parameters,meteorological elements,climate profile and other contents of Tanggu saltworks through data format,climatological boundary value,internal consistency,time consistency,spatial consistency and quality control code,and forms an audit conclusion,which realizes the standardized management of ground meteorological observation report audit for Tanggu saltworks,and lays a foundation for the automatic audit of other observation data in the industry.

    Jack-up drilling platform is an important equipment for offshore oil development. Puncture problem has always been a difficult problem for jack-up drilling platforms during pile insertion operations. At present,when the jack-up drilling platform is working,it is necessary to explore and analyze the target layer and predict the risk of pile insertion. Active puncture method can be adopted in strata with puncture risk to reduce the puncture risk of pile insertion operation. However,the active puncture method has a long operation cycle,and the drilling has problems such as backfilling and collapse. Taking EP 20-5 as an example,this paper puts forward the method of reducing the puncture risk by spud can modification,and compares and analyzes the puncture risk coefficient of HL9 drilling platform before and after spud can modification. The prediction results show that the modified spud can can effectively reduce the puncture risk,and the spud can modification is feasible in the method of reducing the puncture risk.

    Effect of Drought Stress on Biological Enzyme Activity in Maize

    Maize is widely planted in tropical and temperate regions of the world. Maize has high nutritional value and is an excellent food crop. It is also one of the indispensable raw materials for food,health care,light industry,chemical industry and so on. Hybrid maize was used as experimental material,and the effects of simulated drought stress on the activities of superoxide dismutase (SOD),peroxidase (POD) and catalase (CAT) in the ear leaves and roots of hybrid maize were analyzed. The results show that with the increase of drought stress,the activities of SOD,POD and CAT in the ear leaves and roots of hybrid maize are gradually increased. The SOD activity of maize roots is higher than that of ear leaves in the control group and under various drought stress conditions. The POD activity of maize roots is higher than that of ear leaves in the control group and under various drought stress conditions. The CAT activity of maize ear leaves of is higher than that of roots in the control group and under various drought stress conditions.

    In order to further improve meteorological services,this paper conducts a statistical analysis of the meteorological data such as temperature,humidity,precipitation,wind speed and other meteorological data from 1959 to 2021 since the establishment of the Wuqing National Meteorological Observatory. The results show that from 1959 to 2021,the annual average temperature,the annual average maximum and minimum temperature all showed an upward trend,the rising trend was relatively obvious in the past 10 years,and the temperature increase was the largest in spring. The annual average relative humidity showed a downward trend,and the decline was the largest in spring. The annual precipitation generally showed a downward trend,and the summer precipitation in the 2000s contributed the most. The annual average wind speed showed a downward trend,and the downward trend was most obvious in winter.

    Maize hybrids of excellent local varieties such as the existing local germplasm “Shouyang Xiaohuang”,“Heshun Xiaoyujiao”,“Yushe Yellow Kernel Maize” and “Zuoquan Yellow White Kernel” were used as experimental materials. The effects of different fertilization rates on plant height and stem diameter at seedling and jointing stages,plant height and ear height at maturity,and yield of hybrid maize were analyzed. The results show that the application of organic fertilizer has significant effects on plant height,stem diameter,ear height at each stage of maize,and also on the final yield of maize. The average yield increase of the fertilization group is more than 50% compared with the non fertilization group. 225 kg/hm2 of organic fertilizer is the optimal amount.

    With the development of science and technology,the speed of global open access is accelerating,OA has become an inevitable trend in the development of academic publishing in the future. Based on the statistical research on the development status of open access journals in Chongqing,this paper analyzes the number of journals,the situation of their founding,the classification of disciplines,the distribution of sponsors and publishers,the publishing cycle and time,the publishing costs,the copyright and creative commons license and the influence of journals. The results show that the development speed of OA journals in Chongqing is still in the initial stage compared with the international level,and there are problems such as unbalanced development of disciplines and a small number of Chinese open access journals. At the same time,the corresponding development suggestions are proposed to promote the development process of open access journals in Chongqing.

    Quantitative Analysis of Output of Funded Papers in Plant Fiber Sciences in China from 2011 to 2020

    A total of 464 fund-sponsored papers published in Plant Fiber Sciences in China from 2011 to 2020 were retrieved by CNKI. The 464 fund-sponsored papers were analyzed statistically from the perspectives of the ratio,the topicdistribution,the subject distribution,the author distribution,the organization distribution,the fund distribution and the regional distribution of fund-sponsored papers. The results showed that a total of 668 papers were published in Plant Fiber Sciences in China from 2011 to 2020,which included 464 fund-sponsored papers,accounting for 69.46%,and the number of fund-sponsored papers showed an increasing trend. The main topics of the fund-sponsored papers are industrial hemp,new varieties,germplasm resources,etc. The subject with the largest number of fund-sponsored papers is crops,with 326 papers,accounting for 70.26% of the total number of fund-sponsored papers. The authors are mainly from the Institute of Bast Fiber Crops of Chinese Academy of Agricultural Sciences,Institute of Economic Crops of Heilongjiang Academy of Agricultural Sciences and Hunan Agricultural University. Hunan and Heilongjiang provinces have the highest number of published papers,accounting for 46.77% and 18.10% of the total fund-sponsored papers respectively. Among the fund-sponsored papers≥10,there are 97 national papers,accounting for 20.91% of the total,and 83 provincial and ministerial papers,accounting for 17.89% of the total. This study helps to have a continuous understanding of the status of the fund-sponsored papers in this journal and then evaluate scientifically the informational capability of this journal. In addition,this paper also provides a reference for improving the quality of the journal and expanding its influence.
