Abstract: High-quality development of medical and health services requires the integration of medical and health resources,the improvement of the medical security system,so that the elderly people have access to medical care,and convenient treatment. SPSS software is used to analyze the choice of medical institutions for the first visit of the elderly people in District H of T City,and it is found that the elderly residents had problems such as poor timeliness and rationality of medical treatment and weak awareness of disease prevention and care. By strengthening the publicity of the concept of preventive health care,rationally allocating medical and health resources,encouraging private capital to enter the medical market,and promoting the development of the model combining medical and health care,the quality of health services for the elderly people is comprehensively improved,and the rational allocation of medical and health resources is promoted.
