This paper analyzes the situation and objective requirements faced by the construction of scientific and technological innovation think tanks,combs the typical cases of scientific and technological innovation think tanks at home and abroad,studies the experience and practices of relevant provinces,and puts forward suggestions to speed up the construction of scientific and technological innovation think tanks in combination with the strategic decision-making needs of scientific and technological innovation.

    In recent years,according to the relevant deployment of the Ningxia Party Committee and the government,under the strong support of the Ministry of Science and Technology,the Ningxia Science and Technology Department has taken the cultivation of national high-tech enterprises as an important starting point for implementing the innovation driven strategy, guided all kinds of resources to gather in high-tech enterprises,and expanded the national high-tech enterprise group based on the goal of “synchronously improving the quantity and quality of high-tech enterprises”. The number of national high-tech enterprises in the region has maintained a rapid growth for many consecutive years,and the high quality development of high-tech enterprises has achieved remarkable results. Relatively speaking,the overall development of high-tech enterprises in Ningxia still has problems such as unbalanced distribution,weak risk resistance ability and low development quality. It is urgent to improve the cultivation system to enhance innovation ability and promote the simultaneous improvement of the scale and quality of high-tech enterprises.

    The emergency plan is a work plan to ensure the rapid,orderly and effective implementation of control and rescue operations against the emergencies that have occurred or may occur. It mainly addresses the four issues of “what to do before the occurrence of emergencies,what to do during the occurrence of emergencies,what to do after the occurrence of emergencies,and who will do the above work”. Saida Gas has established a set of practical,reliable and efficient gas emergency management system based on the established 3D information system,combined with 3D virtual simulation technology and 3D GIS technology according to the actual demand,which provides a simulation scene for drilling personnel and a scientific basis for training assessment. The completion of the system has realized the digitalization of Saida Gas emergency plan management,clarified the work division,responsibilities and tasks of rescue personnel,improved the work efficiency and training ability of emergency rescue,and facilitated the evaluation,improvement and perfection of the emergency plan.

    Analysis and Application of Technical Transformation Scheme for Efficient Recovery of Light Hydrocarbons in an Offshore Oilfield

    Light hydrocarbon is an associated by-product produced in the process of oilfield exploitation. Light hydrocarbon recovery refers to the process of recovering the heavy components in natural gas in liquid form. The natural gas produced by an oilfield is used for turbine power generation,and the remaining natural gas is burned and vented through flare. In order to make rational use of oilfield light hydrocarbon resources,eliminate the impact of light hydrocarbon on equipment process in time,and reduce the environmental pollution caused by insufficient combustion of light hydrocarbon,an efficient and low-cost light hydrocarbon recovery and transformation scheme is designed. By optimizing and upgrading the treatment process of condensate separator of low-pressure compressor,the recovery and utilization of light hydrocarbon is realized. The successful implementation of the scheme has successfully solved the problems of black smoke of oilfield flare and resource waste,which has high reference and popularization significance.

    The report of the 19th National Congress of the Communist Party of China made important arrangements for “accelerating the reform of the ecological civilization system and building a beautiful China”,and clearly called for “strengthening the classification and disposal of solid waste and garbage”. As important work contents of building a beautiful China,garbage classification and waste-free cities have preliminarily clarified the basic direction of standardized classification of domestic garbage and recycling of garbage classification resources during the 13th Five-Year Plan period. Based on the 14th Five-Year Plan,carbon neutrality,peak carbon dioxide emissions and other policy background,and according to the classification and recycling of urban and rural domestic garbage in Pujiang County,Zhejiang Province in recent years,this paper puts forward new ideas for the construction of “waste-free urban and rural areas” with “carbon sequestration and emission reduction” as the goal,“integration of two networks” and garbage classification resource recycling as the leading mode,so as to provide reference for the construction of beautiful China,beautiful villages and waste-free urban and rural areas in China.

    Service Characteristic Analysis of Shock Absorber Based on Road Load Spectrum

    In order to more accurately reveal the performance degradation of double tube shock absorber during service through the test,based on fully understanding the working state,heat generation and heat transfer of the shock absorber,the damping performance degradation curve of the double tube shock absorber during service is accurately obtained by taking the road load spectrum collected in a test field as the driving signal input,and taking three different working temperatures as variables. The results show that under the condition of specific load spectrum,the damping value of the shock absorber will decrease with the increase of working temperature,and the higher the working temperature during service,the faster the performance degradation of the shock absorber. During the service period,the shock absorber is greatly affected by the operating temperature of the oil. The change of temperature will cause the change of the oil properties,thus affecting the damping characteristics of the shock absorber,and ultimately affecting the degradation rate of the service characteristics of the shock absorber.

This paper focuses on 7 common diseases and pests of Ginkgo biloba,including stem rot,dry rot,leaf blight,anthrax,mildew,early yellowing and big silk moth. On this basis,the prevention and treatment measures of these common diseases are introduced.

    The cationic polyacrylamide flocculant with hyperbranched structure was synthesized by solution polymerization using N,N-methylene bisacrylamide (BisAM) as crosslinking agent,acrylamide (AM) and acryloyloxyethyl trimethylammonium chloride (DAC) as main raw materials. By optimizing the experimental conditions,the reaction temperature (55 ℃),the optimal dosages of crosslinking agent BisAM and chain transfer agent BCPA and the optimal molar ratio of AM-to-DAC (17 : 3) were determined. The hyperbranched flocculant JR-211 with cationic degree of 24.8% was obtained. The waste drilling fluid from well Chenghai 3-2-8 is treated with JR-211. When the dosage is 250 mg/L,the dehydration rate of drilling fluid reaches 61.6%,the water content of sludge sedimentation is as low as 35.5%,and the dry basis recovery rate is as high as 98.7%.

The construction of soft power such as supply chain,logistics service,intelligentization and informatization can reduce the operation cost for the intelligent operation,management and logistics support production of the oil and gas logistics wharf,thereby improving the operation efficiency and improving the overall safety management level of the wharf. In view of the transformation and upgrading of CNOOC logistics modern ports,this paper expounds the design and application of the Internet of things platform for the wharf in the intelligent park,and focuses on the core framework of the Internet of things platform construction,platform framework construction,data acquisition preprocessing and the basic functions of the platform.

    In the process of offshore oilfield development and production,it is necessary to maintain the formation energy in the process of oilfield development and production through formation water injection,and its effect determines the quality of offshore oilfield development and production. Water injection is carried out by continuously pressurizing water injection pump to meet the requirements of design water injection pressure. With the increase of oilfield production years,the water content and water injection volume of the oilfield also increase year by year. Therefore,it is necessary to continuously improve and optimize the water injection system to ensure that the equipment operates in the best working condition area,so as to meet the requirements for the design water injection pressure of offshore oilfields. The remote control of water injection wells in offshore oilfields is optimized through the configuration of central control system to realize the remote control of water injection wells under abnormal working conditions,thus avoiding the process shutdown caused by water injection process in offshore oilfields,improving the production efficiency of offshore oilfields,and ensuring the stable and safe operation of offshore production platforms.

    The multi-layer and multi-channel welding deformation of the side beam of the locomotive and rolling stock bogie frame is simulated. An intrinsic strain method named of first local and then whole finite element analysis is proposed. The inherent strain of the local typical joint is obtained through the thermal elastoplastic finite element analysis,and applied to the large structure,thus simplifying the calculation process. The coincidence between the simulation results and the measured results is up to 80%,which proves that this method can quickly and accurately simulate the welding deformation of large components.

    The seawater lift pump equipped by the Offshore Oil FPSO is a large-flow single-stage centrifugal pump,and its main function is to provide cooling seawater and fire-fighting water for offshore oil facilities. Due to the large amount of impurities in seawater and the strong electrochemical corrosion of seawater to metals,the mechanical seal of the seawater lift pump frequently leaks,and the seawater enters the bearing chamber along the direction of the pump shaft,causing the bearing to be damaged. This paper takes the transformation of the seawater lift pump as the background,and conducts research by changing the mechanical seal form,redesigning and installing the bearing water retaining plate,etc.,and finally optimizes the maintenance procedure,increases the bearing service life,and improves the reliability of the whole pump.

    In order to select the best process and process parameters for reliquefaction,and guide the development and selection of key equipment,aiming at the key technology research of marine BOG nitrogen expansion reliquefaction unit,based on the high-efficiency thermodynamic system design scheme,the process flow modeling is carried out by Aspen Plus,and the process parameters are optimized by simulation calculation. The influence of the parameters of each node in the process on the process performance indicators is analyzed,and the results show that the nitrogen regenerator and BOG heat exchanger in the original process are integrated into a multi-stream heat exchanger,and the key parameters of the process are adjusted. The heat exchange performance is better,the equipment cost is lower,and the overall floor space is smaller.
