Abstract: The report of the 19^th National Congress of the Communist Party of China made important arrangements for “accelerating the reform of the ecological civilization system and building a beautiful China”,and clearly called for “strengthening the classification and disposal of solid waste and garbage”. As important work contents of building a beautiful China,garbage classification and waste-free cities have preliminarily clarified the basic direction of standardized classification of domestic garbage and recycling of garbage classification resources during the 13^th Five-Year Plan period. Based on the 14^th Five-Year Plan,carbon neutrality,peak carbon dioxide emissions and other policy background,and according to the classification and recycling of urban and rural domestic garbage in Pujiang County,Zhejiang Province in recent years,this paper puts forward new ideas for the construction of “waste-free urban and rural areas” with “carbon sequestration and emission reduction” as the goal,“integration of two networks” and garbage classification resource recycling as the leading mode,so as to provide reference for the construction of beautiful China,beautiful villages and waste-free urban and rural areas in China.
