    Research on Construction Path of New Ecosystem of Scientific and Technological Talents in Colleges and Universities in Tianjin

    Scientific and technological talents are the source of strength to build a powerful country in science and technology. Scientific and technological talents in colleges and universities are the main force of scientific research and an important part of the national strategic talent force. Compared with colleges and universities across the country,the scientific and technological talent team in Tianjin’s colleges and universities has problems such as small scale,lack of scientific and technological leading talents and outstanding young talents,and imperfect talent evaluation mechanism. By analyzing the situation of talents in Tianjin’s “double top” colleges and universities and the national “double top” colleges and universities,and comparing the talent management system of colleges and universities,this paper proposes the problems faced by the scientific and technological talents in Tianjin’s colleges and universities at the present stage,discusses and proposes the path and methods to build a new ecosystem of scientific and technological talents in Tianjin’s colleges and universities,and provides theoretical support and relevant policy suggestions for the high-quality development of scientific and technological talents in Tianjin.

    Financial Risks of Technology-based SMEs and Countermeasures

    The solvency of enterprises is the presentation and root of financial risks. In recent years,technology-based small and medium enterprises have developed quickly. Realizing the risks of these enterprises can help to keep China’s financial system stable and boost the development of technology-based SMEs. Risks faced by technology-based SMEs are debt and liquidity risks. Besides,based on the features of technology-based SMEs,they also suffer from higher systemic and non-systematic risks. Pressure from the macro-economy,difficulty in the financing,the technology blockade from abroad,the lack of a creditworthiness system of technology-based SMEs and macro-economic policy’s crowding out effect are reasons for financial risks. To reduce the financial risks,the policymaker can set local government technology-based SMEs’ investment funds,establish technology-based SMEs’ reliable creditworthiness system,offer financing platforms and plans for these enterprises,carry out structured monetary and fiscal policies,classify and dispose of non-performing loans of technology-based SMEs.

    Study on Water Flooding and Key Development Indexes of Thin Interbedded Reservoir

    As a whole,P oilfield is a typical thin interbedded reservoir,which is characterized by uneven reservoir thickness,thin layer development,rapid lateral change of reservoir,poor reservoir connectivity,and less testing and production performance data,so it is difficult to predict the real water flooding degree. The corresponding rate of injection and production in water flooding reservoir directly determines the water flooding degree,which has an important impact on the prediction accuracy of key indicators such as recovery rate,decline rate and water cut rise rate. Based on the comparison on the geological fine layers,starting from the injection production corresponding rate of thin interbedded reservoirs,the average static injection production connectivity rate of the oilfield is about 75%. Further analysis of the pressure measurement while drilling data and actual production data shows that the actual dynamic injection production corresponding rate of the reservoir is 70%. Through the establishment of a typical numerical model which can represent the geological characteristics of thin interbedded reservoir,the influence of injection production corresponding rate on decline rate,recovery rate and water cut rise rate is judged. The results show that under the same liquid production rate,the higher the injection production corresponding rate,the smaller the decline rate;On the contrary,the greater the decline rate. With the increase of the injection production corresponding rate,the oil recovery rate and water cut rise rate are also increased.

The comprehensive advantages and research directions of solar coupled phase change heat storage + electric boiler heating system are elaborated from the aspects of technology,economic benefits,energy saving and environmental benefits,which provides a certain reference for the practical promotion and application of solar phase change heat storage heating system engineering.

    In actual production, the associated gas and cover gas of light hydrocarbon recovery system in water well of Bohai A platform directly enter the flare system to burn,resulting in large blowout,incomplete combustion of heavy components of gas,high blackness of flare,and resource waste and air pollution. In addition,with the commissioning of subsequent projects and the gradual production of development wells and adjustment wells in the later stages,there is still room for increase in gas production and venting volume. In the context of the company’s green and low-carbon development strategy,the recovery and utilization of vented gas has high economic value and environmental protection significance. Bohai A platform has achieved the recovery of vented natural gas through design experiments and on-site process transformation,providing transformation ideas and experience for energy conservation,emission reduction,and green development of offshore oilfields.

    China has successively installed hundreds of offshore oil jacket platforms in the Bohai Sea since the 1980s. Since many jacket platforms have a service life close to the original design life,they are facing new different risks. In order to ensure that these platforms can continue to operate normally,various indicators of the in service jacket platform are tested,and the life extension calculation analysis of the platform is carried out according to the test results. Based on the calculation and analysis results,different corresponding countermeasures are taken for the platform. This paper describes and introduces the relevant main contents such as the detection index of the overall structure of the platform,the calculation analysis of the platform life extension,and the corresponding measures,so as to provide a reference for the life extension evaluation of the Bohai jacket platforms facing the expiration of service.

    China’s water resources are poor and unevenly distributed. In order to meet the needs of economic development in various regions and the people’s needs for improving the living environment,various water diversion and transfer projects have increased year by year. Cast-in-situ reinforced concrete box culvert is a widely used form of water conveyance in this type of projects. This paper analyzes the problems existing in the control building (connecting well) of the traditional perforated box culvert. Taking the design of the connecting well of Duliujian River inverted siphon project as an example,citing the concept of three-dimensional traffic,a new type of connecting well design is introduced.

    In the face of earthquake disasters,the role of the community has received increasing attention. A survey was conducted on the awareness and response ability to earthquake prevention and disaster reduction of residents in three communities within the urban area of Tianjin in terms of the status of community earthquake prevention and disaster reduction science popularization work,the disaster reduction and response behaviors of community residents,and their expectations for the content and form of earthquake disaster science popularization. The interaction mechanism between earthquake disasters and communities is analyzed from the perspective of community resilience. The results show that there is still a lack of emergency preparedness organization and evacuation awareness at the community level. Residents are more recognized for the emergency organization ability of the community. Residents generally lack practical experience in self- rescue and mutual rescue,and have a strong willingness to participate in emergency drills. Based on this,the popularization strategy of earthquake prevention and disaster reduction at the community level is proposed.

    Due to insufficient dedicated personnel for meteorological warning issuance at the grassroots level in Wuqing District,and the inability of the warning issuance system to meet the real-time decision-making needs when severe weather events occur,the efficiency of manual intervention by on-duty personnel in the “call response” process is low,which affects the effectiveness of meteorological decision-making services. In order to solve the above problems and further improve the effectiveness of decision-making meteorological services,the paper analyzes the intelligent cloud call system in Wuqing District and explores the application progress of automated “call response” in Wuqing District. The current situation and problems of the early warning and emergency “call response” services in Wuqing District are summarized,and the design ideas for comprehensively improving the ability to issue early warnings are concluded in order to fully play the role of the first line of defense for meteorological disaster prevention and mitigation,which has important reference value for improving the “call response” service for major disaster weather emergencies.

The Journal of Chongqing Medical University,as a medical science and technology journal,mainly serves researchers from Chongqing Medical University (schools,departments and affiliated hospitals). It often publishes teaching and research results,showing comprehensive and introverted characteristics,which leads to repetition of published content,single source of manuscripts,outflow of excellent manuscripts and lack of personality. Under the background of the top-level design for the construction of national first-class periodicals,the Journal of Chongqing Medical University has changed its original mode of running journals,actively solicited contributions,set up characteristic columns,and especially invited influential experts in the industry to act as guest editors to carry out accurate manuscript invitation.     Scopus is a multidisciplinary navigation database product launched by Elsevier. It is currently the world’s largest abstract and citation database,with a wide range of journal coverage. Elsevier also provides rich programming interfaces for program developers to use. Obtaining citation data is of great reference value for all participants in academic publishing (publishers,authors and readers). Based on its own network platform,the Chinese Journal of Lung Cancer uses the Elsevier API to connect with the Scopus database to realize the acquisition and display of the citation data of the journal’s papers in the Scopus database,further expanding the functions of the journal’s network platform and improving the service quality. This practice can help to improve the international influence of Chinese scientific and technological journals.

    Current Situation and Improving Suggestions for International Influence of Chinese Scientific Journals

    By exploring the number of TOP journals,division changes of The World Journal Clout Index (WJCI) Report of Scientific and Technological Periodicals,the inclusion of journals in databases,the international communication status of Chinese scientific journals selected into the Excellence Action Plan for China STM Journals was analyzed,in order to comprehensively understand the improvement of the international influence of Chinese scientific journals. The study found that compared with the non-selected Chinese scientific journals,the number of TOP journals changed relatively little;the number of rising journals was significantly higher than that of declining journals in WJCI,and the number of journals with cross-disciplinary improvement was more obvious;most excellent Chinese scientific journals were included in domestic authoritative database,while a few were included by international databases,and the rankings were low. The Excellence Action Plan for China STM Journals has promoted the development of a number of Chinese scientific and technological journals,but there is still a lack of first-class scientific and technological journals with high international influence. Therefore,some suggestions to improve the international influence of Chinese scientific journals under the current development situation of scientific journals are put forward,including:continuously strengthening the policy support and increasing the support of first-class journals;increasing the dissemination platform and improving the dissemination width of Chinese journals;speeding up the dissemination of scientific and technological achievements to improve the service capacity,in order to provide reference for the promotion of the international influence of Chinese scientific and technological journals.
