Abstract: Starting from the regulatory theory,through the investigation of three cities in Jiangsu Province,this paper summarizes the common problems in the management,use and audit of the funds of Jiangsu Province’s pharmaceutical industry science and technology projects under the background of “release,regulation and service”. On this basis,an attempt is made to construct a negative list and an index system for credit evaluation of scientific research funds for pharmaceutical industry project undertaking units,and to explore a new approach to supervision of scientific research funds based on integrity management.
