Abstract: Scientific and technological talents are the source of strength to build a powerful country in science and technology. Scientific and technological talents in colleges and universities are the main force of scientific research and an important part of the national strategic talent force. Compared with colleges and universities across the country,the scientific and technological talent team in Tianjin’s colleges and universities has problems such as small scale,lack of scientific and technological leading talents and outstanding young talents,and imperfect talent evaluation mechanism. By analyzing the situation of talents in Tianjin’s “double top” colleges and universities and the national “double top” colleges and universities,and comparing the talent management system of colleges and universities,this paper proposes the problems faced by the scientific and technological talents in Tianjin’s colleges and universities at the present stage,discusses and proposes the path and methods to build a new ecosystem of scientific and technological talents in Tianjin’s colleges and universities,and provides theoretical support and relevant policy suggestions for the high-quality development of scientific and technological talents in Tianjin.
