Abstract: Taking the basic research resources of prefecture-level cities in Hebei Province as the research object,this paper adopts the vertical and horizontal grading method to comprehensively evaluate the development of basic research resource allocation capabilities of prefecture-level cities in Hebei Province from three aspects：resource input,resource output and innovation environment. It is found that there are some problems in the prefecture-level cities in Hebei Province,such as different investment in basic research resources,unbalanced distribution of resources and lack of a good innovation environment. The results of the research evaluation show that Hebei Province should seize the opportunity to give full play to the radiating role of high-quality regional resources,optimize the funding structure of various research subjects,attach importance to concentration of talents in the field of basic research,reform the environment for allocation of basic research resources and promote the sharing of basic research resources in the province,so as to promote the improvement of Hebei Province's ability to allocate basic research resources.
