Abstract: Nowadays,technological innovation has become a powerful driving force for development,which provides technical support for the modernization of natural resource governance systems and governance capabilities. During the “14^th Five-Year Plan” period,using scientific methodology,highlighting the strategic focus of scientific and technological development,deploying the main tasks of scientific and technological innovation,and creating a technological innovation pattern of natural resources centered on the new missions and goals of natural resource supervision are important issues worthy of in-depth thinking. Taking Nanjing as an example,this paper analyzes the situation faced by the technological development of planning and natural resources during the “14^th Five-Year Plan”period,proposes a method system for the technological development research on planning and natural resources based on the scientific methodology,and then raises thoughts and suggestions for the technological development of Nanjing planning and natural resources,which provides a reference for related work.
