Abstract: The offshore oil industry is one of the industries with the greatest safety risks. The risk of a blowout in offshore drilling is very high,which may cause chain reactions such as explosion,oil spilling,toxic gas pollution,and collapse of structures. In an environment where multiple risks are superimposed,how to organize and implement emergency rescue work is an important mission of offshore oil emergency rescue work. Over the years,Offshore Oil Engineering Co.,Ltd. has made great progress in the field of emergency rescue and maintenance of offshore oil facilities,can deal with emergencies,and has accumulated rich experience. This paper summarizes and elaborates on the possible risks caused by offshore oil accidents and the key points that should be paid attention to in each stage of on-site command and organization,technical scheme preparation,rescue operation,logistics supply,and shore-based guarantees in the process of emergency rescue,and puts forward suggestions for the construction of offshore oil emergency rescue capabilities.
