Abstract: “Foreign intelligence” is an indispensable part of the talent team. The introduction of foreign intelligence is a complex social system project,which needs not only a good social and economic atmosphere and a stable international political environment,but also a perfect guarantee of laws and regulations,a certain scale of capital investment,and the joint support of all social forces. Combined with the present situation of Tianjin’s economic and social development,this paper puts forward suggestions on introducing foreign intelligence,giving full play to the role of human resources,and making good use of foreign talents. By actively participating in international cooperation and exchange and introducing overseas high-level talents with advanced technology,foreign talents will have a new role in the all-round revitalization of Tianjin to help the development of Tianjin.
