Abstract: As the latest accelerated examination system in China,the patent application pre-examination mechanism has played an important role in shortening the examination period and improving the efficiency of intellectual property transformation and application of innovation entities,but there are still problems such as the need to further improve the pre-examination mechanism and system and the need to enhance the quality of pre-examination cases. This paper analyzes the current situation of the patent application pre-examination mechanism from three aspects：patent application pre-examination submission eligibility requirements,process and examination contents and standardized management,and puts forward the optimization and adjustment suggestions such as strengthening the normative nature of the pre-examination mechanism,the construction of filing enterprise portraits to carry out hierarchical management and assisting in the cultivation of high-value patents.
