摘要: 在全球综合国力竞争的格局中,人才竞争已成为核心与关键所在。掌握人才资源,即意味着掌握了竞争优势。通过分析天津科技人才发展体制机制改革的基本经验和成果,研究剖析存在的问题,提出有效的对策建议,助力天津市科技人才队伍建设。

Abstract: In the current global landscape of comprehensive national strength competition,the competition for talent has emerged as the core and key factor. Mastering talent resources signifies seizing the initiative in competitive advantage. This article focuses on analyzing the basic experiences and achievements of the reform of the system and mechanism for development of scientific and technological talents in Tianjin,examining and dissecting the existing issues,and proposing effective countermeasures and suggestions to help the construction of Tianjin's scientific and technological talent team.
