摘要： 在全球科技竞争背景下,科技人才作为新质生产力发展的关键要素,对区域经济转型升级具有重要意义。以威海市为例,通过剖析威海市在人才引进与培养机制、科技创新与成果转化、产才融合与协同发展等方面所面临的挑战,借鉴国内外成功经验,提出完善人才引进政策、加强创新平台建设、深化产学研合作及构建协同创新体系等对策与建议。

Abstract: In the context of global technological competition,technological talents,as a key element in the development of new quality productivity,are of great significance for regional economic transformation and upgrading. Taking Weihai City as an example,this study deeply analyzes the challenges faced by Weihai City in terms of talent introduction and training mechanisms,technological innovation and achievement transformation,integration of industry and talent,and collaborative development. Drawing on successful experiences at home and abroad,some countermeasures and suggestions are proposed,such as improving talent introduction policies,strengthening innovation platform construction,deepening the cooperation between industry,university and research,and building a collaborative innovation system.
