Evaluation and optimization of basic research resource allocation capability in Hebei Province

摘要: 以河北省各地级市基础研究资源为研究对象,采用纵横向拉开档次法,从资源投入、资源产出及创新环境3个方面对河北省各地级市基础研究资源配置能力的发展情况进行综合评价。分析发现,河北省各地级市存在基础研究资源投入力度不同、资源分布不均衡及未形成良好的创新环境等问题。研究评价结果表明,河北省应把握时机,发挥优质地区资源的辐射带动作用,优化各研究主体的资助结构,重视基础研究领域人才集聚,改革基础研究资源配置环境,促进省内基础研究资源共享,从而推动全省基础研究资源配置能力的提升。

Abstract: Taking the basic research resources of prefecture-level cities in Hebei Province as the research object,this paper adopts the vertical and horizontal grading method to comprehensively evaluate the development of basic research resource allocation capabilities of prefecture-level cities in Hebei Province from three aspects:resource input,resource output and innovation environment. It is found that there are some problems in the prefecture-level cities in Hebei Province,such as different investment in basic research resources,unbalanced distribution of resources and lack of a good innovation environment. The results of the research evaluation show that Hebei Province should seize the opportunity to give full play to the radiating role of high-quality regional resources,optimize the funding structure of various research subjects,attach importance to concentration of talents in the field of basic research,reform the environment for allocation of basic research resources and promote the sharing of basic research resources in the province,so as to promote the improvement of Hebei Province's ability to allocate basic research resources.
