油轮改造某浮式储卸油装置的硫化氢风险防控措施

摘要: 硫化氢(H2S)是石油和天然气勘探开发作业中面临的主要危害之一,会对人员和资产造成巨大风险。某浮式储卸油装置(FSO)由油轮改造,当时没有设置用于降低H2S风险的设备,导致FSO货油舱内H2S浓度最高可达360 mg/m3。为了有效管控有毒气体暴露问题,降低H2S风险,从生活楼改造升级、H2S检测系统和应急逃生呼吸器配置、作业流程风险分析、H2S防护知识培训和H2S应急演练等方面进行风险防控设计,以保障生产和生活安全。

Abstract: Hydrogen sulfide (H2S) is one of the main hazards involved with oil and gas exploration and development operations,posing significant risks to people and assets. A FSO unit was converted from an oil tanker,and no equipment modifications were made to reduce the risk of H2S during the conversion. The concentration of H2S in the cargo oil tanks of the FSO unit could reach up to 360 mg/m3 during the production process. To effectively manage and control toxic gas exposure risks and mitigate H2S hazards,risk prevention and control design is conducted from multiple aspects,including the renovation and upgrading of the living quarter,configuration of H2S detection systems and emergency escape breathing devices (EEBDs),risk analysis of operational processes,H2S protective knowledge training,and H2S emergency drills,so as to ensure the safety of production and living.
