生活源可回收物回收利用体系建设研究

摘要: 通过实地调研、现场走访、问卷调查、数据核查等方式,全面调查某市建成区范围内的生活源再生资源收集、转运、再生利用全链条体系建设和运行现状。从三级回收网络构建、市场经营和产业链衔接、不同品类可回收物回收利用途径等方面出发,总结回收利用的经验,剖析生活源可回收物回收利用政策激励、行业管理、下游再利用产业衔接等方面存在的问题,据此提出强化生活源可回收物体系建设顶层设计、优化基础设施、拓宽场景模式、壮大和延伸再生资源产业链条等对策。

Abstract: Through field surveys,on-site inspections,questionnaire surveys,and data verification,this study comprehensively investigates the current status of the collection,transportation,and recycling system for municipal solid waste-derived recyclables across the built-up area of a city. It summarizes key experiences in constructing a three-tiered recycling network,fostering market operations and industrial chain integration,and advancing recycling pathways for various recyclable categories. The analysis identifies challenges in policy incentives,industry governance,and downstream industrial linkages for waste-derived recyclables. Recommendations include strengthening top-level system design,optimizing infrastructure,diversifying operational models,and consolidating the recycled resource industrial chain.
