摘要: 以中国医学科学院科技量值(STEM)评价指标为导向,根据学科分类,建立具有学科评价差异化的医院科技成果评估体系。天津医科大学总医院通过一系列改革举措(提高直接指标权重,强调实际贡献和绩效;淡化人才称号、奖项等“二手”指标,立足直接科研产出;注重临床科技成果评价,凸显应用研究能力;突出高质量研究,引导提升科技成果水平;持续加大对学术不端的惩戒力度,强化科研诚信),力求找到客观准确的评价标准,客观反映医院学科发展情况,从而有针对性地制定适合不同学科需求的发展战略,培养创新型师资人才队伍,促进医院科技工作高质量发展。

Abstract: Guided by STEM value evaluation index of Chinese Academy of Medical Sciences (CASS),an evaluation system of hospital scientific and technological achievements with different discipline evaluations was established according to discipline classification. Through a series of reform measures,such as increasing the weight of direct indexes,emphasizing the actual contribution and performance;downplaying “secondary” indicators such as talent titles and awards,based on direct scientific research output; paying attention to the evaluation of clinical scientific and technological achievements,highlighting the ability of applied research;highlighting high-quality research and guiding the improvement of scientific and technological achievements;continuously increasing the punishment for academic misconduct,strengthening scientific research integrity,Tianjin Medical University General Hospital strives to find objective and accurate evaluation standards to objectively reflect the development of hospital disciplines,so as to formulate targeted development strategies suitable for the needs of different disciplines,cultivate innovative teaching staff and promote the high-quality development of hospital science and technology.
