摘要： 政府数字化转型是落实数字中国战略的一项重大任务,是推进政府部门治理体系和治理能力现代化的重要举措。通过总结政府数字化转型的发展历程和呈现的规律特点,归纳当前政府数字化转型存在的问题,从理论和制度体系、平台支撑体系、数据资源体系、应用服务体系和安全保障体系5个方面对政府数字化转型的实施路径进行了探讨,为政府数字化转型的持续推进提供了理论借鉴。

Abstract: The government digital transformation is a significant project to implement the Digital China strategy,as well as an important measures to modernize the governance system and capacity of government departments. This paper summarizes the development process and characteristics of the government digital transformation,generalize the problems existing in the current government digital transformation,and finally discusses the realization path of the government digital transformation from five aspects：theoretical and institutional system,platform support system,data resource system,application service system,and security guarantee system,which can provide theoretical reference for the continuous promotion of the government digital transformation.
