基于DEA模型的京津冀地区科技创新效率评价研究

Research on Evaluation of Science and Technology Innovation Efficiency in Beijing-Tianjin-Hebei Region Based on DEA Model

摘要: 为科学有效地对京津冀地区科技创新效率进行评价,借鉴已有的科技创新监测研究成果,分别运用DEA的静态BCC模型和动态Malmquist指数模型对2014—2020年京津冀地区科技创新效率进行测度并对比。研究表明,北京的科技创新效率最高,河北次之,天津最低,但天津科技创新能力和管理水平提升幅度最大,且三地科技创新全要素生产率指数增长主要依赖于技术变革。据此提出相关建议:京津冀地区应立足实际找准自身科技创新发展定位;完善资源共享,加强协同创新;推进产学研之间多层次技术合作。

Abstract: In order to evaluate the science and technology innovation efficiency in Beijing-Tianjin-Hebei region scientifically and effectively,based on the existing science and technology innovation monitoring results,this paper uses DEA static BCC model and dynamic Malmquist index model to measure and compare the science and technology innovation efficiency in Beijing-Tianjin-Hebei region from 2014 to 2020. The research shows that Beijing has the highest science and technology innovation efficiency,followed by Hebei,and Tianjin has the lowest efficiency,but Tianjin's science and technology innovation ability and management level have been improved the most,and the growth of total factor productivity index of science and technology innovation in the three places mainly depends on technological change. Based on this,the relevant suggestions are put forward: The Beijing-Tianjin-Hebei region should find its own science and technology innovation development orientation based on reality; improve resource sharing and strengthen collaborative innovation;and promote multi-level technical cooperation between industry-university-research.
