Suggestions on Strengthening Construction of Scientific Research Integrity of Science and Technology Plan Projects in Tianjin

摘要: 科研诚信是科技创新的基石,科技计划项目作为科技管理工作中的关键部分,也是强化科研诚信建设的重要抓手。加强科技计划项目科研诚信建设是贯彻落实习近平总书记和党中央重要部署、优化科研管理、提升科研绩效的重要途径。通过梳理我国科技计划项目科研诚信管理机制概况,总结国家和各省市强化科技计划项目科研诚信管理的经验做法,结合天津市科技计划项目科研诚信建设情况,提出进一步加强科技计划项目科研诚信管理的意见建议。

Abstract: Scientific research integrity is the cornerstone of scientific and technological innovation. As a key part of scientific and technological management,science and technology plan projects are also an important means to strengthen the construction of scientific research integrity. Strengthening the scientific research integrity in the science and technology plan projects is an important approach to implement the important directives of General Secretary Xi Jinping and the Central Committee of the Communist Party of China,optimize the scientific research management,and enhance the scientific research performance. By sorting out the general situation of scientific research integrity management mechanism of science and technology plan projects in China,summarizing the experience and practice of strengthening scientific research integrity management of science and technology plan projects at the national and provincial levels,and combining with the situation of scientific research integrity construction of science and technology plan projects in Tianjin,this paper puts forward suggestions on further strengthening scientific research integrity management of science and technology plan projects.
